Background
Antimicrobial Resistance (AMR) poses a growing threat to global and national health security. As Pakistan’s national focal point for AMR, the National Institute of Health (NIH) has been leading multisectoral efforts to contain AMR through surveillance, stewardship, awareness, and governance interventions. The current AMR program, implemented under PC-I and funded by the Government of Pakistan, is scheduled to conclude on 30th June 2025.
To ensure sustainability and institutionalization of AMR efforts beyond the PC-I phase, NIH will prepare the official PC-IV in line with the Planning Commission of Pakistan’s requirements. This report will document project outcomes, implementation progress, challenges, and lay the groundwork for future planning and investment.
In this regard the Fleming Fund Country Grant seeks to hire a short-term consultant who will work closely with the NIH to faciliatae the drafting and submission of PC-IV.
Purpose of the Assignment
To provide technical support in the preparation and finalization of PC-IV, ensuring that it captures programmatic outcomes, financial utilization, and sustainability planning, and complies with the Planning Commission’s format and government requirements.
Key Responsibilities
The consultant will:
- Review the original PC-I document, workplans, budgets, and technical deliverables.
- Map the outputs against planned objectives and indicators.
- Collect and analyze quantitative and qualitative data on implementation progress, disbursements, and outcomes.
- Conduct consultations with NIH departments and implementing partners, as needed.
- Prepare the full PC-IV document using the official Planning Commission template.
- Include sections on performance analysis, financial reporting, lessons learned, and recommendations for sustainability.
- Facilitate validation sessions with NIH and relevant stakeholders.
- Incorporate feedback and submit the final PC-IV along with necessary annexes.
- Provide a brief technical report summarizing the consultancy process, methodology, and key observations.
- Support the NIH team in preparing briefing materials and presentations for submission.

Required Qualifications
- Master’s degree or higher in Public Health, Development Studies, Public Policy, or related fields.
- At least 3-5 years of relevant experience in development project planning, monitoring & evaluation, or donor-funded health programs.
- Strong understanding of Government of Pakistan’s PC-I to PC-V framework.
- Familiarity with AMR policy and programming is highly desirable.
- Excellent writing, data synthesis, and stakeholder coordination skills.
Reporting & Coordination
- The consultant will report to the Officer Incharge P&D NIH, Project Director AMR NIH, and coordinate regularly with the National one health coordinator, Fleming Fund Country Grant Team.
- NIH will facilitate access to data, documents, and stakeholder contacts as needed.
Logistics and Payment
- The consultancy will follow Fleming Fund protocols for engagement, deliverables-based payment schedules, and confidentiality clauses.
- All deliverables will be submitted in English.
