Renewable Energy Expert (REE)

PROJECT BACKGROUND:

We are implementing a project, titled “Gilgit-Baltistan Local Area Development Programme (Diamer) Region,” in District Diamer. It focuses on enhancing ecosystem services and management, improving local livelihoods, and increasing climate resilience through community-based reforestation initiatives in Chilas and other areas of Diamer. The overall goal of the project is to contribute to poverty alleviation through climate-resilient sustainable development.

The key objectives of the project are:

  1. Developing bio-physical ecosystem management practices to supply ecosystem services.
  2. Developing governance capacity for ecosystem management, including climate sensitive gender mainstreaming.
  3. Developing economic instruments to promote desired ecosystem results.
  4. Promote renewable energy solutions for green growth and development.

The Expected Results (ERs) of the project are:

  1. Improved biophysical ecosystem management practices through provision of ecosystem services.
  2. Strengthened governance capacity for ecosystem management, with a focus on climate sensitive gender mainstreaming.
  3. Enhanced economic instruments effectively promote desired ecosystem outcomes.
  4. Increased access to renewable energy solution delivering environmental, economic, and social benefits.

Objective of the Consultancy (REE)

As part of the project, renewable energy solutions will be promoted to contribute to sustainable development and poverty alleviation. This consultancy aims to develop a long-term renewable energy strategy to support these objectives.

The primary objective of this consultancy is to develop a long-term renewable energy strategy tailored for District Diamer, with a focus on hydropower and solar energy. The strategy will define actionable goals, targets, and timelines aligned with national priorities and local needs. The consultancy aims to accelerate access to clean energy, reduce dependency on non-renewable sources, and promote sustainable development in remote and underserved areas.

Scope of work and expected outputs / deliverables:

Main Activities

  • Assess the current energy landscape in Diamer, including existing renewable energy infrastructure and unmet demand.
  • Conduct stakeholder consultations with local communities, utility providers, and policy stakeholders.
  • Identify and evaluate the potential for hydropower and solar energy development.
  • Develop SMART (Specific, Measurable, Achievable, Relevant, and Time-bound) goals and implementation targets.
  • Create a comprehensive renewable energy strategy, including:
  • Policy recommendations and institutional frameworks
  • Infrastructure development priorities
  • Financial feasibility of proposed interventions
  • Develop a Monitoring & Evaluation (M&E) framework for assessing the impact of strategy implementation.
  • Present findings and recommendations to stakeholders and decision-makers.

  • Energy assessment report for Diamer district
  • Renewable energy strategy document (hydropower and solar focus)
  • SMART goals and long-term energy development roadmap
  • Feasibility study with cost-benefit analysis of proposed energy solutions
  • M&E framework for strategy monitoring
  • Stakeholder consultation report and presentation materials
  • Final consultancy report including all deliverables

Methodology: 

The consultant will use a participatory and inclusive approach, engaging with stakeholders such as government agencies, energy providers, environmental organizations, and local communities. Key methods include:

  • Desk review of local, national, and global renewable energy policies and programs.
  • Technical site visits (as needed) to assess renewable energy potential.
  • Stakeholder engagement through interviews, FGDs, and community meetings.
  • Use of energy modeling tools and financial analysis for feasibility studies.
  • Drafting reports and strategic documents in close consultation with project staff

Time Frame and Input.

The consultancy will be conducted over 10 months.

Key Qualifications of Consultant

  • Advanced degree in Electrical/Mechanical Engineering, Renewable Energy, Environmental Engineering, or related field.
  • Minimum 5 years of experience in renewable energy projects with expertise in hydropower and solar.
  • Strong knowledge of renewable energy technologies, financial analysis, and energy modeling tools.
  • Proficiency in conducting feasibility assessments and using energy modeling tools
  • Strong knowledge of Pakistan’s energy sector and rural electrification challenges
  • Demonstrated experience in policy engagement and community consultation
  • Excellent report writing and presentation skills
  • Working knowledge of Urdu and local languages is an advantage

Reporting of the Consultancy:

The consultant will report directly to the Regional Coordinator, providing regular updates and ensuring alignment with project goals. Deliverables will include detailed reports, presentations, and documentation as outlined in the schedule above.
