Program Overview
Chemonics International, a US-based international development firm, is implementing the USAID Pakistan Climate Financing Activity (PCFA). PCFA aims to mobilize public and private, domestic and international finance for increasing clean energy generation, clean energy systems resilience, and adaptation efforts through policy reform, awareness raising, and targeted activities to enhance the role of the private sector in Pakistan. PCFA has two primary objectives. Objective 1 will de-risk and catalyze investments in climate mitigation and adaptation align with national/local priorities and Nationally Determined Contributions (NDCs), working with private enterprises, project developers, and local authorities to enhance their capacity to develop and appraise high quality proposals and link them with potential funding sources. Objective 2 aims to unlock and catalyze public and private finance to strengthen climate resilience, catalyze investment for adaptation and mitigation projects.

Chemonics is seeking an international development professional to fill the position of Gender Specialist. The Gender Specialist will work closely with technical team to support pipeline projects and ensure gender and social inclusion. Gender considerations are integral in ensuring that climate financing benefits are equitably distributed and that both men and women contribute to and benefit from climate change initiatives. The Gender Specialist will ensure the integration of gender perspectives across all components of the Climate Financing Activity. This includes identifying gender-related barriers, promoting inclusive practices, and ensuring that gender equity is a core component of climate financing interventions under PCFA.

 Responsibilities

  • Work closely with the PCFA leadership to ensure that gender considerations are effectively integrated into project activities, work plans, and deliverables. The specialist will also design and deliver gender-focused training and capacity-building sessions for project staff, stakeholders, and partners.
  • Collaborate with technical staff and support PCFA’s pipeline projects. The specialist will provide technical support in developing strong gender-responsive project proposals.
  • Collaborate with project developers to integrate gender equity into feasibility studies, business models, and financial structures.
  • Take the lead in a potential pilot activity with the private sector within the Climate Finance/Gender Nexus.
  • Build partnerships with local organizations, women’s groups, and other stakeholders to promote gender-inclusive climate financing initiatives.
  • Engage with financial institutions and private sector actors to promote gender-responsive investment practices.
  • Facilitate dialogue and knowledge exchange on best practices for gender integration in climate financing.
  • Prepare reports, case studies, and success stories highlighting the integration of gender considerations and their impact.
  • Ensure that gender-related findings and lessons learned are documented and shared with relevant stakeholders.
  • Other tasks assigned by the PCFA Team Leader, or the CFDA Chief of Party.

 

Qualifications

  • Advanced degree in gender studies, social sciences, international development, or a related field.
  • Minimum of 5 years of experience in gender integration, preferably within the development sector. Exposure to climate change and/or investments/financing is a plus.
  • Strong understanding of gender dynamics in Pakistan, especially at the community level and within different regions of Pakistan.
  • Proven experience in conducting gender analysis and developing strategies and action plans.
  • Excellent communication, facilitation, and report-writing skills.
  • Familiarity with USAID policies and frameworks related to gender integration is an advantage.

 

Reporting & Location

The Gender Specialist will report to the PCFA Team Leader. The position will be based in Islamabad, Pakistan. Depending on the selected candidate and their availability, this position may be full-time, or short-term.
